I created an empty output file using IEBGENER, using

when I edited the file in TSO, the rightmost 8 bytes were unavailable for use; I displayed the profile information, and it had NUMBER DISPLAY STD, so I changed it to NUMBER OFF and then the 8 bytes were edit-able.

How does the file profile come into existence, and what can I do in my JCL to make sure my empty file is created with NUMBER OFF ?

You cannot do anything in your JCL. Numbering is an ISPF edit thing and it is taken from your edit profile, dataset and data characteristics.

Your ISPF edit profile is based on the lowest level of the DSNAME, such as XXXX.XXXX.CNTL, and the data format (LRECL and RECFM).

When you edit a DSNAME and ISPF must create a new profile, it uses some defaults as a starter set.

You can create a profile called ZDEFAULT and turn NUM OFF. ZDEFAULT will be used as the default to initalize any new profile created.
