I typically code GET & PUT in EZT versus READ & WRITE. Maybe this will work for you:

Code:

FILE VSAM VS UPDATE
VSAM1            1     17  N
VSAM2            20    3   A
*
FILE FLAT
FLAT1              1     17  N
FLAT2              20    3   A
*
FILE OUTPUT
VSAM2-OUT      1     17  N


JOB INPUT NULL

GET VSAM
IF EOF VSAM
    STOP
ELSE
   GET FLAT
    IF EOF FLAT
        STOP
    END-IF
END-IF
*
   
IF VSAM1         = FLAT1
    VSAM2-OUT  = FLAT2
    PUT OUTPUT
END-IF
