Is it possible to submit JCL's through a COBOL program???

Basically, i need my cobol program to make changes in a certain field in a JCL and then submit the changed JCL. I want this process in a loop. In this way i'll have a cobol code submitting JCL's

If there are any ambiguities in my question, please let me know
