What should be done for Open/Close failed in CICS?...

Verify on the VSAM files used in CICS to close them or sign-on to the region to issue an explicit OPEN/CLOSE
The next step would be start the Transaction

I have tried CEMT OPEN and CLOSE but it returns with IO error...

Then (I could only guess) the VSAM file might be empty or its index may be out of sync.
Does your shop BackUp the VSAM file prior to the Transaction/Job?

If you look on the JESMSGLG for the CICS service, you should find a DFHFCnnnn error message for this file with more information about the failure.
If you do not have access to this log, your CICS sysprogs will be able to look at it for you.
