yes you can have symbolics override on an instream procedure.

ex:
Code:

//MYPROC   PROC SYM1='ZZZZZZ'                     
//STEP0100 EXEC PGM=SORT                           
//SYSOUT   DD SYSOUT=*                             
//SORTIN   DD DSN=USERID.&SYM1,                   
//            DISP=SHR                             
//SORTOUT  DD SYSOUT=*                             
//SYSIN    DD DSN=SORT.PARMS(COPY),
//            DISP=SHR                             
//   PEND                                         
//*                                               
//GO       EXEC MYPROC,SYM1='OVRDSYMB'
