Can anyone shed some light on what Metacobol is?

Is there any manual available for it?

Metacobol seems to be a product of CA who does not have their manuals online as they are propertiary

Metacobol is used to write COBOL Macros which performs task similar to Assembler Macros. If you don't know Asembler Macros then I can provide some examples where Metacobol can be useful. Its a very good product, I wonder why it is not used in many places.
