I need to know should I be enabling DSNTRACE in a production environment ?
OR should I be enabling it only when required..

What are the overheads ??

Does your TSO-ID has priviligies to enable trace? These parameters are DB admn level in our shop at least in production environment. BTW, what kind of trace you want to enable? I mean audit trace or accounting trace. It doesn't make any harm to enable them at application developer level to know the system performance. It is good idea to enable them when ever you required.
