When I run my REXX procedure interactively in option 6 it works fine, but when I try to execute it from a batch job I get RC(-3). What am I doing wrong?

21 *-* "DELETE SUBMIT"
>>> "DELETE SUBMIT"
+++ RC(-3) +++
22 *-* "ALLOC DD(INDD) DSN("VAR1") SHR REUSE"
>>> "ALLOC DD(INDD) DSN('QCPI005.PDS.CNTL(PLG01)') SHR REUSE"
+++ RC(-3) +++
23 *-* "ALLOC DD(OUTDD) DSN(SUBMIT) SPACE(5 5) TRACKS"
>>> "ALLOC DD(OUTDD) DSN(SUBMIT) SPACE(5 5) TRACKS"
+++ RC(-3) +++
