The tape file is created out of a monthly job, but data is not added to the tape. It's just an intermediate file and is on tape because its just too large to be on dasd.
subsequent steps use the tape dataset and finally a report is produced from that dataset. thats all the use for that dataset.

Sorry, I was off on a long weekend and couldn't follow up on this post.
If the records in sortin tape file is already in sorted order, consider sorting the dasd file and merging it with the tape file. This will help you reduce the clock time.
