When I display a panel with only output fields (no input field), is it possible to place the cursor on the first action at the action bar? .CURSOR command only allows a field name be assigned. When .cursor is not explicit initailized and there is no input field, by default the cursor is placed at the upper-left corner of the screen.

In your ISPF Settings (option 0), make sure the "Tab to Action Bar" is selected. See if that helps.

Since this is user-specific, your panel will behave differently for users without this option.

Below are the options under Option 0 (ISPF PARMS) under ISPF Primary panel:
Code:

Terminal
Log/List
PF Keys
Display
List
Graphic
ENVIRON
Keylist
Dialog Test
COLOR
CUAATTR

I didn't sse "Tab to Action Bar" under any of these 11 Options. Where else can I look?

It's an option right on the initial Settings screen when you enter option '0'.

A slash before the option enables it.

Bill,

May be the setup at your shop is different. The only input field on the Primary and after option 0 is "OPTION ===>".

When 0 (zero) is selected from the Primary Option Menu, something very like this is typically displayed:

Code:
                                ISPF Settings
Command ===>

Options
  Enter "/" to select option
     Command line at bottom
  /  Panel display CUA mode
     Long message in pop-up
     Tab to action bar choices
     Tab to point-and-shoot fields
  /  Restore TEST/TRACE options
     Session Manager mode
  /  Jump from leader dots
     Edit PRINTDS Command
  /  Always show split line
     Enable EURO sign
