A cobol program has only INCLUDE DCLGEN statement and no DB2 table access.When compiling DBRM is getting created.I don't think it is needed.Can you please let me know the purpose and if not required,how to get rid of it?

are any of the reference names in the DCLGEN statement referenced?

sounds as if the sql was removed and someone forgot to remove the table declare.

happens often.

remove the INCLUDE and compile it as straight COBOL without DB2 and see if you have any errors.

A possibility is that the DCLGEN was left in intentionally to serve the purpose of a record layout (poor practice in my opinion), but Dick's guess is a good one. Check for references to the DCLGEN fields.
