I need to use a file 'TWS.V8R1.JT1' but be used by some applications. How can I check which application use the file? How to release it?

Andy,

You have been on this site for a while and by now you should be able to follow the rules. You don't seem to do that. It is quite frustrating for us to help even senior member as if they are newbie programmers. I have already mentioned to you about searching before posting. But you don't seem to follow simple directions. If you continue like this don't expect us to help you.

The releasing of the file depends on the authorities you have on the file.
